- This procurement is for therecruitment of a non-governmental organization or firm (henceforth “Firm”)based in Ethiopia to support the Government of Ethiopia (GoE) to implement of acommunication campaign at community level and a women and couple dialogsessions for Productive Safety Net Program (PSNP) beneficiaries inapproximately 30 woredas in three regions where the program is implemented. Thecommunication campaign and women empowerment training will accompany a switchfrom male to female recipients in married PSNP public work households. Thecommunication campaign and training are expected to be delivered as early aspossible in 2025. The primary objective of the consultancy is tosupport the World Bank to support the government in the implementation in selected kebeles in 32woredas in three regions (South Ethiopia, Oromia, and Somali). The firm isexpected to support implementation by drafting updates to the program-soperational manual, hiring experienced trainers, and delivering the training oftrainers and training to beneficiaries, while building the capacity of thegovernment. The assignment is expected to effectively deliver the communicationcampaign to communities, and the dialogue session to groups of PSNPbeneficiaries, while enhancing the capacity of facilitators, Development Agents(DAs), and on the ground staff to effectively administer the dialogue sessions;the assignment also aims at strengthening the planning, budgeting, andimplementation capacities of federal, regional, woredas staff to plan andbudget for the proposed dialogue and communication efforts. The specificobjectives are outlined as follows:1. Communication campaign: The objective of the communicationcampaign is to effectively disseminate information at kebele level and raiseawareness among all community members, about the significance of women-stransfer, thereby fostering understanding, support, and positive attitudeswithin the community.
